Lord Buxton asks me to inform you that since his

second memorandum was drawn up and circulated last month

to the members of the Committee, Sir M. Lempson has

telegraphed requesting that, in view of the changing

end very obscure position in China, action should be

for the present suspended in regard to the formation

of the trovisional Committee, and that the invitations

both to the Chinese and Britich members should be

withheld.

This is probably wise and is in agreement with the

views of the Secretary of State for Foreign Affairs,

20 for the time being we shall mark time. Sir M. Lampson

is being instructed to suspend all action for the present

and is being informed that we will defer issuing invi-

tations for the rovisional Committee to those possible

members who are now in this country,
